Does your character have any close ties to existing canon characters?
Jack knows of the 11th Doctor though they never met in canon officially.

Why do you think your character would work in this setting?
Jack is a massive people person despite his age and the tragedies he has suffered. He will easily fit into New Dodge even though the fact someone else with his face has been in town before. He is charming, easy going and willing to bend over backwards to make friends so he will greatly enjoy getting to know all the different people and making new friends. For all his flirting Jack just enjoys people and being around them no matter the species.

He is also going to enjoy being in a different part of the universe and helping people settle in and get used to their new lives as they arrive in town.

How do you plan to expand their CR?

Jack has been on his own for quite a while and will be looking to reconnect with other human beings. He will be slightly standoffish because he considers it dangerous to connect with people then lose them since he’s gotten so used to doing that. He will also enjoy getting to know the 11th Doctor and figuring out where he stands with the Time Lord.


What will your character do for work?

Jack will be joining the customs office as the new Immigration Official.

Third-Person Sample:

The stars were the only thing Jack could think of that were older than himself. Little balls of fire that had seen the Earth born and age and seen Jack himself come into the world and would most likely be there when he finally would leave it. Given the Doctor couldn’t give him an honest answer as to if Jack would ever die or not. So, he could only look up at the sky and wonder if he would be an old man staring up at these same stars one day.

Anyone who knew Jack might laugh to find him on an alien planet, in a domed city wondering if he was going to outlive the stars, but for all his charm and outgoing nature he does have his introspective moments. He sighed softly and then laughed all in the same moment. “If the Doctor was here right now, he’d call you moody,” he scolded himself.

He hummed a few notes of “Don’t Fence Me In” as his mind drifts to the man who wrote the song. Cole would have loved being here under the stars and it made Jack miss him for the first time in a very long time. Jack had never met anyone as charming as he was. What had been meant to be a quick fling was a relationship Jack still remembered even today.

He hummed a few more notes and then chuckled to himself. “If you can’t be moody on an alien planet under the stars where can you be,” he muses to the stars, “it makes life interesting and when your immortal life needs to be interesting.” Not that life for Jack was ever boring, but after the first few centuries even the stars needed something new to look at. He had a feeling that New Dodge was the perfect new start for him and he was looking forward to seeing how the place would change his life for the better.

It was just like looking up at the stars as a child. Seeing all the new possibilities and hope for the future Jack felt the burden of his age lift from his shoulders and he smiled again. Even an immortal deserved a second chance and Jack had a feeling this one was going to be special.

Gwen,

I know we just said goodbye, but you know me I have two speeds speed into the galaxy and the slow path. I’ve gotten the chance to see the galaxy again, but in a different way this time. I don’t think I’m coming back to our Earth this time and given everything that’s happened lately I don’t feel horrible about that.

Torchwood is in good hands now with Or and Tyler and Paul, so I think its finally time for the last of the original Torchwood team to move on. But I wanted to say goodbye to you since I wasn’t exactly nice about it the last time I left. Have a good life Gwen…find a bit of normal in this crazy world and from time to time think of the immortal captain who loved you, because no matter where I am in the galaxy, I’ll be thinking of you.

I know this letter sounds darker than I mean it to, but it’s just a goodbye I promise. There may come a day where I miss you enough to come back for now, I’m ready for the next adventure. Give your family a kiss from me, yes Rhys too, and please, please, please have a good life.
